Yes. You can buy a domain name without hosting. The domain name will be active and you can modify the dns and nameservers. However, if you want to create a website then you are going to need web hosting.

First you have to register a domain name, once you have a domain name you can use the email service that comes with your domain or with your web hosting to create an email address with a domain name.

How to host a domain name

You host a domain name by finding a suitable web hosting provider. If your domain registrar is different from your web hosting provider then you have to change nameservers from the registrar so that your domain may start working on the web hosting service of your choice. If you are not sure how you change nameservers then you can contact your domain registrar. If you are not sure about your web hosting nameservers then you can ask the web hosting company.
